The council approved expenditure not to exceed $18,349.00 for Kirven Construction of Darlington to haul 622 tons of macadam base course stone to the Florence County yard for Industrial Park West in Council District 4, according to the meeting agenda. Additionally, the county approved payment not to exceed $27,200 for Kirven to place 850 tons of MBC stone on Singletary Road in District 2. Macadam base course road construction involves compressing layers of crushed stone or gravel.
Shannon Munoz, deputy administrator of Florence County's Administration office, said in an email that neither project had undergone a formal request-for-proposal process, because the cost of the stone was less than $30,000. She added, "to ensure that Florence County receives the best pricing, Public Works sent out information of what was needed to multiple contractors, and in these two cases, Kirven provided the lowest cost to provide the tonnage needed for each project."
The county's public works department had sent out information on the project in October, according to Munoz.
